The best book available on birding sites in the Netherlands is Arnoud van den Berg's "Where to watch birds in Holland, Belgium and Northern France" (Hamlyn, 1996, ISBN 0 600 57977 8). Definitely recommended.
For bird identification, use any of the main European field guides - see the Field Guide FAQ.
Most web-sites on birding in the Netherlands are, of course, in Dutch. The site waarneming.nl is however enormously useful once you have found your way around it. The front page list recent sightings of rarities, with both Dutch and scientific names, and you can click through to find the locations; from there you can find lists of all recent sightings for the location, including the more common species.
